Role Summary

The Product Manager is responsible for the strategy, roadmap, and execution of applications on the GovPath SaaS Platform, including GWiz, Inspection Manager, PayHub, and related integrations. This role owns product direction end‑to‑end—balancing customer needs, public‑sector regulatory requirements, market demand, technical feasibility, and business objectives within a subscription‑based SaaS delivery model.

This position requires hands‑on knowledge of public‑sector workflows, particularly in Land Management, Licensing, and Asset Management, and the ability to translate complex government processes into intuitive, scalable, and configurable SaaS capabilities used across multiple jurisdictions.


Key Responsibilities

Product Strategy & Roadmap

  • Own the product vision and roadmap for assigned applications within the GovPath SaaS Platform
  • Ensure product strategy supports a scalable, multi‑tenant SaaS architecture while meeting diverse agency needs
  • Conduct market, regulatory, and competitive research focused on City, County, and State government environments
  • Analyze trends in Land Management, Licensing, Asset Management, inspections, and payments
  • Translate statutory, policy, and operational requirements into reusable platform capabilities
  • Define success metrics tied to adoption, retention, operational efficiency, and customer outcomes

Product Development & Execution

  • Partner with Engineering to deliver SaaS features using Agile methodologies and prioritize in Jira
  • Write clear product requirements, user stories, and acceptance criteria reflecting real‑world government needs
  • Ensure accurate product documentation in Confluence and Zendesk
  • Build and collaborate on UI/UX designs in Figma to validate workflows for both internal government staff and public users
  • Lead product support organization effort to ensure high degree of customer satisfaction

Sales & Marketing Enablement

  • Partner with Sales to support SaaS product demos tailored to public‑sector agencies
  • Assist with RFP responses, proposals, and customer presentations
  • Clearly articulate product value propositions, platform capabilities, and roadmap direction
  • Collaborate with Marketing to develop sales collateral and messaging appropriate for government SaaS buyers

Customer & Stakeholder Collaboration

  • Work closely with Customer Success and Professional Services to gather feedback from active government customers
  • Engage directly with agencies to understand permitting, licensing, land management, and asset management workflows
  • Communicate product plans, trade‑offs, and platform strategy clearly to internal teams and leadership


Tools & Technology

  • Jira – backlog management, sprint planning, and delivery tracking
  • Confluence – product documentation and internal knowledge sharing
  • Figma – wireframes, workflows, and design collaboration
  • Zendesk – Ticket tracking, customer product documentation, and support


Required Qualifications

  • 3+ years of experience in Product Management or a closely related role
  • Direct experience working with City, County, or State government customers
  • Strong domain knowledge is required in one or more of the following:
    • Land Management
    • Licensing and Permitting
    • Asset Management
  • Experience working with SaaS platforms, including roadmap planning, releases, and customer adoption
  • Demonstrated ability to translate complex regulatory and operational requirements into scalable software features
  • Strong understanding of Agile product development and SaaS delivery models
  • Excellent written, verbal, and presentation skills


Preferred Experience

  • Experience delivering SaaS solutions in regulated or compliance‑driven environments
  • Familiarity with public‑sector procurement, RFPs, and implementation processes
  • Technical background or experience working closely with engineering teams
  • Experience supporting sales demos and go‑to‑market launches for government software
